Ansvarskommittén arbetar oförtrutet med att ta fram förslag på den framtida fördelningen av makt och ansvar i Sverige. Frågan om regionernas roll har fått viss uppmärksamhet, sedan ett konsultföretag skisserade några utkast på gränsdragning mellan framtidens regioner. Detta följdes av kritiska debattinlägg från politiker som vill värna om en stark centralstat.
Vi, undertecknarna av denna artikel, kräver istället långtgående regionalisering – åtminstone för Skånes del. Vi menar även att politiker och andra opinionsbildare måste börja föra samtal i frågan med väljarna i den egna regionen. Denna förankringsprocess vill vi härmed sätta igång i Skåne genom presentationen av ett utkast till grundstadga för en framtida Scaniaregion. Vi håller därmed även dörrarna öppna för Halland och Blekinge, som givetvis själva måste få ta ställning i frågan. Utkastet kan ses som ett underlag för utarbetandet av en officiell version under kommande mandatperiod.
Skånes självstyre vilar på historia, identitet, politik och juridiskt uttryck. Vad som framförallt brister för närvarande är det sistnämnda.
Även de ekonomiska argumenten för regionalisering väger tungt. Starkare regioners positiva inverkan på den ekonomiska tillväxten har länge och väl hävdats – inte minst av näringslivsorganisationer. Tillväxten sker i företag, och de har regional och lokal förankring, inte nationell.
På något års sikt kan det antas att Halland och Blekinge söker partners, och Skåne bör redan nu inbjuda politikerna därifrån till samtal på lika villkor. De tre provinserna utgör tillsammans en möjlig region med historisk bakgrund och rimligt omfång. Regionens latinska beteckning Scania är sedan sekler ett vedertaget begrepp.
Men hur bör då det juridiska uttrycket för denna region gestaltas? Viktigast är att det utarbetas en stadga – ett legalt dokument som reglerar villkoren för självstyret. Stadgan bör inledas med en preambel som sätter in regionen i sitt historiska, skandinavisk-europeiska sammanhang. Därefter måste den ge svar på följande frågor:
1. Vad är Scania?
2. Hur konstituerar sig Scania internt?
3. Vilket förhållande har Scania till Sverige och EU?
- vilka kompetenser har Scania respektive Sverige?
- hur organiseras det rättsliga systemet?
4. Vilken finansiell grund har Scania?
Det vore härvidlag naivt av regionpolitikerna att vänta på initiativ från Stockholm. Omedelbart bör en kommitté med alla regionfullmäktiges partier börja utforma en stadga. Efterhand kompletteras med hearings där allmänhet, organisationer, kommuner och regionens riksdags- och Europaparlamentsledamöter kommer till tals. Ännu bättre vore att arbeta i ett konvent, gärna i samarbete med Halland och Blekinge, i den mån de är intresserade av en gemensam Scaniaregion. När förslaget är klart görs en framställan till regeringen, som därefter lägger fram stadgan som en proposition i riksdagen. Parallellt måste det diskuteras hur stadgan och självstyret kan ges grundlagsskydd.
Alternativet till att på detta sätt underifrån föra fram ett väl förankrat förslag har vi redan fått en försmak av: nämligen att staten med hänvisning till utredningar uppifrån delar in Sverige i regioner som mer är betingade av effektiv administration än av kultur, demokrati och långsiktig tillväxt. Vi vill med vårt utkast förflytta initiativet från staten till väljarna och deras folkvalda, regionala företrädare.

Debate article published under Current issues in Sydsvenska Dagbladet, Sunday 4 June 2006. Sydsvenska Dagbladet is Malmö’s and Scania’s leading newspaper, ranking number six in Sweden and with a daily circulation of some 130.000.

The Parliamentary Committee on the Distribution of Powers (Ansvarskommittén) energeticly continues its work to develop proposals for the future distribution of powers and responsibilities in Sweden. The issue of the the role of regions has gained some attention, following that a consultancy firm drafted suggestions for future region borders. Subsequently, there was a debate led by politicians who critisized the idea of regions, defending a strong central government.
We who have undersigned this article, instead demand far-reaching regionalization – at least for Skåne (Scania). We are also of the opinion that politicians and other voices of the public debate have to start a dialogue with the voters in their own region. Hereby we would like to start this support-building process through the presentation of a draft statute for a future region of Scania. We would also like to keep the doors open for the provinces of Halland and Blekinge, which of course have to make their own decisions on this issue. The draft can be seen as the basis for the preparation of an official version during the up-coming term of office.
Scania’s autonomy rests on history, identity, politics and judicial expression. What most of all lacks today is the latter.
Also the economic arguments for regionalization are strong. Stronger regions’ positive influence on economic growth has been claimed for a long time now - not the least by business organizations. Growth takes place in companies, and they have a regional and local foundation, not national.
It can be assumed that Halland and Blekinge within a few years’ time will look for partners, for which reason Skåne already now ought to invite politicians for discussions on equal terms. The three provinces together form a possible region with an historic background and a reasonable size. The latin designation of the region - Scania - has been generally accepted for centuries.
But how to shape the judicial expression of this region? Most importantly, a statute has to be prepared - a legal document that regulates the conditions for autonomy. The statute has to set off with a preamble that puts the region into its historic, Scandinavian-European context. Thereafter, it has to answer the following questions:
1. What is Scania?
2. How does Scania constitute itself internally?
3. What relation does Scania have with Sweden and the European Union?
- what competences do Scania and Sweden respectively have?
- how is the legal system being organized?
4. What’s the financial foundation of Scania?
In this respect, it would be naive by the region’s politicians to wait for initiatives from Stockholm. Immediately a committee including all the politicial parties of the Provincial Assembly of Skåne (Region Skåne) ought to start drafting a statute. Gradually this would be complemented by hearings where the public, organizations, municipalities and members of parliament as well as members of the European parliament can express their views. Even better would be to organize the work as a convention, preferably in cooperation with Halland and Blekinge, as far as they are interested in a common region of Scania. When the proposal is ready, it’s presented to the government of Sweden, then handing it over as a proposal to the Parliament of Sweden. In connection with this, it will have to be discussed how the statute and autonomy can be given protection within a constitutional framework.
The alternative to this kind of well-prepared from-downunder-initiative we’ve already got a taste of: namely, that the State by pointing to inquiries, from above divides Sweden into regions that more relate to the central government’s need for efficient administration, than culture, democracy and long-term growth. With our draft we’d like to move the initiative from the State level to the voters and their elected, regional representatives.

Special note: Scania is a historic region consisting of four provinces. Skåne, with a little over one million inhabitants is the largest of those. Slightly confusing, Skåne is sometimes referred to as “Scania” as well, and officially this province is called a region. Halland, Blekinge and Bornholm also form part of Scania. All four provinces were part of Denmark until the mid-1600’s, when Skåne, Halland and Blekinge were conquered by Sweden. Bornholm remains part of Denmark.
